The privilege applies only to application creation. It does not grant access to existing applications the user is not already assigned to, nor does it provide organization-level admin control in Creator. When a user with this privilege creates an application, they are automatically assigned as the App Admin of that application, giving them complete control over a specific application.
Without the Create Application privilege, every request for a new application must be handled by the IT team or a Creator super admin/admin. As the number of requests grows, this can create development bottlenecks and delay the delivery of business-critical applications.
To reduce this dependency, the organization grants the Create Application privilege to selected department leads. These users can independently create and manage applications for their teams while all applications remain within the same Creator account.
The organization admin retains full visibility over all applications created and can adjust or revoke App admin access or Create Application privilege at any time.
To grant the privilege when adding a new user:
To grant the privilege to an existing user:
The user can create Creator applications immediately after the privilege is granted. No additional steps are required.
When a user creates an application using this privilege, they are automatically assigned as the App Admin of that application. This happens at the time of creation and cannot be bypassed. The created application will be added to the Creator organization and will be visible to the super admin and admins. Admins can modify or remove the App Admin access of the user for apps the user had created.
App admins can assign only existing users to the app they created. Users who are not part of the Creator organization must be first added by the super admin or an admin. After they are added, app admin can assign them to applications.

The privilege only controls the ability to create new applications. The user's access to other applications in Creator remains unchanged and is governed by their assigned user type and role in those applications. The privilege also does not grant access to other Creator solutions such as Integration Flows or BI & Analytics workspaces; these must be enabled/added separately in the Users section.
Once disabled, the user can no longer create new applications. However:
