For your requirement, consider sending out the survey using our email distribution feature and enable Collect Responses Anonymously checkbox under survey Restrictions. By doing so, your responses will be anonymous (we will also not track any personal information such as email, name and so on, that was imported) but you will be able to track and find out who responded and who did not.
