Can I access all enterprise passwords in my vault as a super admin without declaring an emergency?

No. Often, sysadmins or other business admins act as super admins or moderators of the organization's vault. To prevent such super admins from accessing passwords of unauthorized accounts, Vault requires super admins to nominate trusted contacts as emergency users. Only such trusted contacts can gain temporarily access to all enterprise passwords after declaring an emergency.
