Not all users show up when trying to share a CRM record through Cliq

Hello, I have had an issue with sending cliq messages to individual users from CRM. Not all users are listed so it hinders me from having one on one conversations with co-workers. You can see from screen shot below only options are myself or one other person and there are 6 people in our organization.
