"Wrap Behind Text" not working

"Wrap Behind Text" not working

I'll assume this either used to work or works under some circumstances. For me it isn't working. I've tried creating a letterhead at the top of the document in Writer by inserting an image. I then set the Wrapping to "Behind Text" and voila! It shows in front of the text instead of behind it.
