Add Baseline methods to API
There are no API methods for creating or querying baselines,
Use case:
Customer is notified of the current project start date according to plan via another product/integration. We would like to auto create a baseline (Automated via API) at the point the customer is notified to ensure we know what has been committed vs the plan as we move forward.
