Allow Expense users to see expense descriptions or some type of guidance for when to use an expense type

There is a description field for expense categories, but users cannot see it. It would be nice if the description could be available when a user hovers over an expense category...or something along those lines. We have a couple of similar expense categories where it would be very useful if employees could see a tip of some type that tells them to use one vs the other.
