Alternative to D&D-style attribute generation

The original AD&D game used 3d6 straight to generate attributes, later versions have used 4d6, where you keep the highest 3. Both generate attributes in the 3--18 range, but the latter skews values a bit upwards, averaging on 12.2446 instead of 11.5. Both of these have the disadvantage that they are very random: One player may roll low, and another may roll high, so the sum of attributes of the first player is much lower than that of the second player.

Here is a suggestion for an alternative that ensures that the sum of attributes is the same for all players, but still makes attribute generation random. I know that many dislike random generation, so if you are in that category, you can stop reading now.
