Birthday minus 3 weeks trigger

I'm trying to set up an automated email that will be sent to a recipient 3 weeks before their birthday (which they've added when signing up).

I've added a Date Field Trigger, but I don't see how I can force it be 3 weeks prior - any suggestions?
