Can't create a network

Can't create a network

When I try to push the button in order to create a network (internal or external) nothing happens.
I thought it's the browser (Google Chrome) so I tried with Firefox and later with Tor (which is at some extend like Firefox). It didn't worked...
In the left lower corner you can see an empty response from javascript.

What I have to do in order to create a network?
