Can't figure out how to set up taxes in my state - using local addresses.

Hello, 
I have seen some OLD threads on this when searching but nothing new. 
I am in Washington State. Here we have sales taxes based on the address the customer receives the goods at. 
When I started I was all local so it was easy, now I am expanding into online as well as farther out .
How do I get the taxes to be set up right? I can set a state tax, but nothing for county / city, or a workaround for this. 
I thought about loading all the taxes in from a spreadsheet the state provides, but they use a tax code and I cannot figure out how to get commerce to pick the right tax when someone puts in an order. 

I looked at the avalara integration, had a call with them the other day. 
Zoho is what they call a lvl 3 integration, so it almost doubles their cost to set up. Minimum cost is over 3000 usd per year for me to set it up they said. 
and that's only for 1000 api calls a year. so that is way too expensive. 
I was really hoping to use Zoho commerce for my site based on how well it integrates inventory etc. 

Has anyone come up with a workaround or custom script to get this working? it sure seems like it wouldn't be that hard, and a huge omission for a product advertised to work in the us.
