csv data import from feed https://analytics.usa.gov/data/live/os.csv fails. But in google it succeeds. Import as csv file succeeds.

I need to set up a data link to  https://analytics.usa.gov/data/live/os.csv 
I suspect the link fails because of the standard date-format. yyyy-mm-dd. 
As it stands: the url will first cause a format warning, then it will import gibberish as if an encoding went wrong or it imports a binary file.
