Custom actions for additional reports from same form

I have created additional custom reports from the same form, e.g. pending payment, showing only payment records where the status is "PENDING". I cannot get custom actions to appear for the items in this report. I already have actions that appear based on a condition in the original report. I would like those actions to be available in any additional reports that I create from the same form, but they are not. Attempting to add additional custom actions brings up the interface to add a new workflow, but even adding something there adds it to the original report.

Is it not possible to share custom actions across reports of the same underlying type, or even to define new custom actions for reports that are not the "primary" report for the form?
