Expenses Needs an Announcement Function
We need the ability to place certain announcement messages on the screen when users login. This will enable us to easily convey important messages to all users with a single announcement.
The most obvious place for this announcement would be the Dashboard.
When a user logs in - the announcement would be displayed at the top of the dashboard - preferably with some 'symbol' or different font colour to draw user attention to the message.
