Forwarding non existing accounts

I am looking to migrate an organization from their existing POP3 email accounts with their website hosting provider to Zoho. They are currently using a work-around for the number of email accounts they have by using forwarders. Let me explain.

Let's say that they need an email account of 1234@example.com. Well, since there is a space limit for email storage, the user of that email address asks for it to be forwarded to his personal email account.

With a web hosting account, email forwarders can be added even if the actual account does not exist. So in this example, instead of creating the email account 1234@example.com, this organization only creates the forwarder. The email server recognizes that as an email account and simply forwards all emails as instructed.

So, that means that this organization has only about 34 actual email accounts, and almost 70 forwarders for other pseudo accounts! In order to decrease costs, can Zoho do something similar? I am not looking to forward an existing Zoho email account, but to use forwarders to have pseudo email accounts that will only forward to other addresses.
