how can people outside the organization view and modify bugs?

how can people outside the organization view and modify bugs?

Hi!
I'm new to Zoho bug tracker and I was checking out how it works. how do people from outside my organization see the bugs and modify them? are they "client users" and I give them access? should they make an account or is it more convenient than this?
