How to trigger workflow on-(Twilio API)submit?

How to trigger workflow on-(Twilio API)submit?

Hello,
I have a workflow that fails to trigger when an incoming twilio text message is posted in Creator using Twilio API.
The workflow was created in Creator using a form trigger, "on-submit".
Does the workflow need to be built inside the Twilio package carrying the message to be triggered instead?
