Lay-out rules without a blueprint

Is it possible to implement lay-out rules within a blueprint? 

I want that the field 'Intermediair' only appears when the value of 'Type klant' = 'X'. Besides, I want that a new record in the 'Onboarding' module should be created ONLY when 'Type klant' = 'Y'
