questions about migration and deployment of zoho

Hello all, I would like to ask something I'm thinking for some weeks.
I'm working deploying a zohoCRM to the company where I'm working just now.
Since some time ago I'm thinking to become freelance or to develop some freelance projects (I'm software developer), and I see that Zoho offers great possibilites.
In the case I would like to become freelance or, at least, do any freelance project using zoho software, how does I have to proceed?

What I mean is, let's suppose I have to be analyzing and developing for 3 months, for example. I can't ask my customer to buy any license, after it's developed, or at least, usable.
So, may I own a license of Creator for myself, to develop any project, and once one project is developed deploy it (export?) to my users, or I have to buy a new license and resell it to my customer and do the development using his/her username?.
If my customer needs 5 users, does I have to buy and resell the licenses, or he has to buy them directly to zoho?
