Ran into image limit when adding graphics to a note

As the title states, I received an error message when I tried to add more than 15 images to a note. I was taking notes as I watched a webinar and was adding screen shots from the webinar to a note. When I tried to add my 15th image (and the images are rather small), I received the error message that no more images can be added to this note. Is this a standard limit of Notebook notes, and if so, why is this in place?
