Report 'number of potential in each stage by month' not working

In the report 'number of potential in each stage by month', within Zoho Reports, there is a severe logical error.  The X axis is based on last stage modification date.  This means that the report shows status changes within the month, not potentials in each stage by month.  For instance, at the 1st day of the  month, the report shows no potentials in the new months.  In fact, we still have the same number of potential in each stage as the day before (last day of previous month).

Also, when looking at the data, seems this report is not based on potential data at all only on the history.  This surely means that if a potential switched from stage A to B to C within a single month, you'd count the same potential 3 times in the report.

How can we change the report so it actually does what it claims to do?
