Rounding off problems when using Japanese Yen and calculating VAT

I have run into a problem when it comes to rounding off whole digits invoicing in Japanese Yen.

To me it seems as if it is a BUG, but I am not sure.

If a product costs JPY 14286 and then adding VAT (5%), the invoice will look like below.

Quantity/Item Price/VAT/ Total SUM

1 pcs /   14286 /   714    /   15000   (In fact, the real value of VAT would be 714.3, but it is OK that 714 is shown, because you do not use decimals in Japan).....so the first calculation is CORRECT.

However, if you decide do have 2 pcs instead of one, the calculation looks like below.

2 pcs /   28572 /   1429    /   30001 

It is there the problem starts. In Japan, a correct invoice should be shown as
2 pcs /   28572 /   1428    /   30000

Which means that the VAT and total sum should just double, compared when you just have selected 1 pcs.

If our producs is advertised as 15000 JPY/unit (VAT included), the customer would not want to read 30001 JPY on the invoice.

Is there any way to solve this problem?
