SalesIQ Status sometimes shows as not available

SalesIQ Status sometimes shows as not available

I have been made aware that our SalesIQ service is not available on our website.  When I check the status via the app shortcut on my works laptop, the 'Available' button is orange.  As soon as I hover over it, the service is Available and the service shows on our website.

Can anyone explain why this is happening please?  Is there a sleep function or is it just dropping out due to an error?
