Saving more Local Hard Drive Space?

I'm trying to off-load local storage to workdrive. However, I'm now sure how to make sure it off loads and only keeps the files online (on workdrive).  I'm very low on local disk space and even though I've moved lots of folder to workdrive, it doesn't seem to be helping with reducing the load on my local hard drive.  Many of the files have a cloud download icon, which seems to indicate they are not available offline (on my hard drive), but... I'm not seeing an increase in my available storage. 

What might I be doing wrong?  

Is there a way to quickly see, within workdrive, which files are currently stored locally and then off load them from my hard drive?
