I've a survey that needs to be sent to a specific group of Zoho users. The survey should be sent every quarter.  How would you automate the sending ?

The questions is not specific to Survey. I guess another zoho app could do the job, and sent the URL. But which one. I thought about Flow ? May be campaign (but for users, not leads/contacts)
