Sync documents between windows ios iphone

Hey
I have problem with sync documents between ios and windows app.
I can sync document from iphone to windows but i can't do this from windows to phone, on my phone i can't see documents that I upload on pc. I can sync normal notes.
Why?
I'm logged on same email.
