Urgent help please on workflows - need to launch before all stages finished, possible?

Hi,

Can someone please advise on how to launch a workflow before it's finished?

I'm setting up my first workflow. It's for people signing up to a mailing list. They'll get one email each week for 4 weeks, and then X more over the next few weeks, then one at the end. The reason I say X is because I haven't decided yet. And I can't until it's running. I also can't write all the emails in advance. 

From what I've read, once a workflow is live, you can't edit it at all. Or, rather, editing it starts a new copy, stops the new one from taking on new subscribers but continues using the old one for current subscribers. If it moved all users to the new one, that wouldn't be too bad I guess? But it doesn't seem to.

I can't possible design each email now before I go live. 

Users will be getting email an 7 days etc when THEY sign up, and then 7 days from that etc. So not sure how I could move them all to another journey manually and keep their emails in sync. It's vital they get them on the right day each. 

I see I can end a journey with a move to a new journey. Is that a solution? Can I set it up to move them to the second week's email journey and then work on that  journey before they get moved, or do all journeys like that have to be active first?

There must, surely, be a way to do this? Really desperate for help time wise.
