Who Can View Email Addresses?

I am trying to change "Who Can View Email Addresses?" in Zoho Connect and when I go to Policies it does not give me that option.  It gives me options such as create public groups, private groups, channels, boards, and pages but not the ability to change who can view an email address.  Since we are using personal email addresses for our clinicians, this can be a problem.
