Will optional Likert scale questions distort the average report score if a question is not answered?

I am doing a survey using many Likert scale questions, and would like to make the questions optional. If people skip questions will it distort the average score for a question on the report?

Alternatively, is there a way to provide a "Dont' know" response on a Likert scale question?
