Am fairly new to Zoho, had one issue for a month now which is stopping us from using our system, just seem to keep getting past from department to department, is there any group in Zoho that will own an issue and just get it resolved or its it the norm for them just to pass you from department to department blaming someone else?

        A better clarity so you can create other users to start using Zoho Mail. You can directly Add Users from the Control Panel to your Organization. You can invite users with the existing email address. If the person (user) already uses ZohoCRM, then you can import users from Zoho CRM. You can also import them using a .csv file.
