    In the new 4.0 when you mark a post as "Sticky" it does not stay at the top.  It quickly gets buried to the bottom of the page.  We've installed a lot of bulletin board software and forums, I've never seen a sticky post that doesn't stay pinned to the top.  Is this a bug?
