Share client secret chambers

We have a chamber for each client. 
In reality the secrets in there are the clients, not ours.

Currently, we can't give clients access to those secrets.
It would require a new Zoho One user, or to share 'with outsider'

Neither of these options is what we want, because the client is not an employee, does not share our domain, and we don't want to restrict access to their secrets.

I would like to be able to add a free user to Vault to achieve this- the permissions for a free user are fine for this purpose. Alternatively a 'Standard' user would be ok, I don't mind paying a small amount to get this working.
But currently we can't add users to Vault without buying a Zoho One user.

Perhaps a new category of User called 'Client' could achieve this-
A 'Client' user could be outside the domain, have read only access, we would require 2-fa and they would only have access to a single chamber.
