APIを参照して、CookieからZoho SalesIQ、またはZoho Campaignsに登録されている訪問者の情報を取得

APIを参照して、CookieからZoho SalesIQ、またはZoho Campaignsに登録されている訪問者の情報を取得したいと考えております。

前提として以下の手順を行いました。
1．Zoho SalesIQにてトラッキングコードを取得し、Googleタグマネージャーでホームページに埋め込む。
2．トラッキングコード埋め込み後、SalesIQにてトラッキングができているのを確認。
　またホームページのコンソール画面からcookieの付与を確認。

そこで下記リファレンスについて確認をしましたがcookieから情報を取得可能かが不明でしたので、
こちらで質問させていただきました。
以下長文となってしまい恐縮ですが、ご回答いただけますと幸いです。

こちらのAPIを参照しようとしたがエラーが返却されました。
下記URLに記載しているように「API権限を有効にする」ことが必要と理解しましたが、そもそも設定メニュー内に「ポータル設定」という項目が存在しませんでした。
プランによって権限を有効にできないのか、操作方法が違っているのでしょうか。（利用しているプランは Basic2.0(試用)プランです。）
