Ensure SMS delivery compliance: Register your telemarketer chain on DLT

Hello marketers,

The Telecom Regulatory Authority of India (TRAI) has issued new compliance directives to ensure the responsible use of telecom resources and prevent unauthorized activities. These updates impact all principal entities (PEs), and complying with them is crucial for uninterrupted SMS services.

Key compliance updates to know:

Telemarketer chain disclosure

TRAI mandates that all PEs disclose their entire SMS communication chain, which includes:

  • Telemarketer-Aggregation Function

  • Telemarketer-Delivery Function

This disclosure ensures the PE can be traced to the originating access provider (OAP).

Message traceability (Clause 10(c))

Starting Nov. 1, 2024, all SMS messages must be fully traceable. Any message with an incomplete or undefined telemarketer chain will be rejected by telecom service providers (TSPs).

Registration deadline

To comply with TRAI’s directives, PEs must register their telemarketer chains on the DLT portal before Nov. 1, 2024.

DLT portal availability

You can begin registering your telemarketer chain as follows:

  • Go to PE, then Telemarketer-Aggregation Function, then Telemarketer-Delivery Function, then OAP.

Chain configuration guidelines

  • A telemarketer chain can involve a single telemarketer or a multiparty chain (up to a maximum of three parties, including the Telemarketer-Delivery Function).

  • All telemarketers in the chain must be registered on the DLT portal.

Next steps

To avoid any disruption in your messaging services, we strongly recommend completing your registration.
