Creating My View and Accessibility to all Users

Dear Support People,

How can I allow all users when i create my own view to have access viewing this created data for example when viewing "employee list" i tried to follow the steps required but failed to do so. can you please explain to me more into details the special criteria "condition" and value required to follow. Thanks
