Cannot cancel subscription after following help instructions

I upgraded to the connect enterprise plan. While doing some work on our domains I deleted our primary domain. So readded it noticing errors with the accounts. I deleted all but one and on the last one i get this error. This operation is not allowed, as this account is paid in other Zoho Service I have checked and he has been removed from all other services but still can not delete him.

IMAP & POP Access Disabled for New Free Basic Subscription
Hi, I was recommended by a friend who is using the Free Plan and has IMAP and POP enabled. Based on his excellent feedback we migrated our emails from GSuite to Zoho only to find post migration that Zoho is not allowing IMAP and POP access for our basic free plan. However, the IMAP and POP access works for other friends in the Network who are using the Zoho mail basic free subscription. Not sure why such a disparity.
