Total Cost in reports showing zero

The image below shows my issue. The column Total Cost should show the cost to our company based on hours logged and the employee's rate. For instance, if the person working on Subtask 1 is paid 20/hr, then Total Cost should display $160 ($20x8 logged hours). I cant find anywhere this can be set up globally.
