Is it possible to reorder chart of accounts manually?

Currently, when creating new sub accounts accounts, they appear in order they were created i.e. not in alphabetical or numerical order based on manually assigned account codes. It's very messy!

Also, when creating sub-accounts of a parent account you cannot deselect "Include the transactions in VAT Return" in the UK version if the parent account has this option selected? Or if parent is unselected all sub accounts must be unselected too.

What are you to do in the below scenario;

Parent Expense Account: 7300, followed by sub accounts 7301 to 7304

Vehicle Expenses (7300) - Incl. in vat transactions
     Vehicle Fuel (7301) - Incl. in vat transactions
     Vehicle Tax (7302) - vat excempt but can't untick as parent is ticked?
     Insurance (7303) vat excempt but can't untick as parent is ticked?
     Servicing (7304) - Incl. in vat transactions

Surely we should have the option to decide if included for vat or not at the chart of accounts individual level or am I missing something?

And please let us reorder the positioning as we add additional accounts to the chart of accounts to keep it looking logical... check out the attached sceenshot at how illogical the ordering is if adding account codes later.
