Unable to create a Sandbox Error

I am a super admin/owner and when I try to create a new sandbox, it DOES walk me through all the questions but then when I say go, I get this error.

One thing to note that sandbox was working just fine until two days ago when one of my developer "deleted? the sandbox. and not we are not able to create new one.
