In Zoho One, each user added to a Zoho Creator custom application is assigned as either an App Admin or an App Member. These assignments determine how the user can interact with and manage that application. Both apply only to the selected application and do not grant access to other apps within Zoho Creator or elsewhere in Zoho One.
Zoho Creator App Admin and App Member Assignments in Zoho One
App Admin
Overview
App Admin is a Zoho Creator-specific assignment in Zoho One that gives a user full administrative control over a specific Creator custom app, without access to other Zoho One modules or applications.
Users can become App Admin in three ways:
- Assigned by a Zoho One Organization Owner, Organization Admin, or Zoho Creator Service Admin.
- Automatically, when a user with the Create Application privilege creates a new app.
- Automatically, when a user with the Create Application privilege installs a prebuilt Creator app from the Spaces UI in Zoho One.
Important: In all automatic cases, the user becomes the App Admin of that newly created app only.
The App Admin governs how the app is managed, not how it is built or used.
Capabilities
An App Admin can perform the following actions within the application they administer:
- Manage users for Zoho Creator custom applications through the application summary page, which redirects them to Zoho One's user management tab. Learn more about application summary pages here
- Initiate, schedule, download, and restore application backups. Backup restoration creates a new, independent application without affecting the existing backup data. Learn more about application backups here

Behavior and lifecycle
- There is no limit on the number of app admins per app or organization.
- The App Admin assignment does not consume a special license.
- Once an App Admin is removed, no user can perform app-level administrative actions for that application until a new App Admin is assigned.
- If a user is deactivated and then later reactivated in Zoho One, their App Admin capabilities are restored, and therefore no reassignment is needed.
- Zoho One organization-level access and App Admin access operate independently. Neither of them overrides or conflicts with the other.
Limitations
An App Admin cannot perform the following actions:
- Assign, remove, modify, or promote users to App Admin. Only an Organization Owner, Organization Admin, or Zoho Creator Service Admin can manage App Admin access.
- Access or manage other Zoho Creator applications unless explicitly added by the Zoho One Organization Owner, Organization Admins, and Zoho Creator Service Admins.
- Grant the Create Application Privilege to others. This is managed at the organization level. Learn more about creating application privileges here
App Member
Overview
"App Member" is how a user is assigned to a Zoho Creator custom app in Zoho One. An App Member can use the app, build or modify it, or both, but they cannot perform app-level administrative functions.
App Member Access Types
When assigning an App Member, you assign one or both of the following access types. User access is enabled by default and can be removed if needed.
- A User can:
- Access the Production version of the app.
- Interact with forms, reports, and pages.
Perform actions allowed by the assigned Role & Permission.
When assigning User access, you must configure Role & Permission.
In Zoho Creator, users who access an application's live (production) version are referred to as Live Users.
- A Developer can:
- Create and modify the app.
- Access and modify the Development and Stage environments.
- Push changes from Development to Stage, or from Stage to Production; publish rights are configured independently per environment.
- In environment-enabled apps:
- Developer access applies only to Development and Stage.
- Developers do not modify the Production environment directly.
A user can be assigned both User and Developer access simultaneously. This combination allows the same person to:
- Build and publish in Development/Stage.
- Use the Production app as an end user.
Behavior in environment-enabled apps
When environments (Development, Stage, Production) are enabled:
- Developer access is scoped to Development and Stage.
- Production is accessed through the User access type.
- Existing Developer assignments are removed when environments are enabled and must be reconfigured. This ensures structured development and protects live data. Learn more about environments
Limitations
App Members have no administrative control over the application. All capabilities listed under App Admin are outside the scope of App Member access.
Assign App Admin or App Member to a Zoho Creator Custom App in Zoho One
- Organization Owner
- Organization Admin
- Zoho Creator Service Admin
App Admins can also manage App Members for their app via the application summary page in Zoho Creator, which opens the Users tab in Zoho One.
To assign an App Admin/App Member
- Sign in to Zoho One, then click
in the top-right corner.
- Go to Applications and click Creator. (Add Creator, if not added already)
- Click Assign Users and select the target users (Individual, Groups, or Everyone).
- Check Create Application Privilege if you want the selected user(s) to be able to create new Creator custom apps. Note that they will automatically become the App Admin for any apps they create. Learn more about the Create App Privilege
- Under All Applications, select the app you want to assign the user to.
- Under Assign As, choose one of the following:
- App Admin - Select this to grant full custom-app-level admin control. (No further configuration is required under this option.)
- App Member - Select this to give the user access to use or build the app, without admin rights over it.
- User (Checked by default): If User access is required, select the desired Role and Permission. If not required, uncheck User before proceeding.
- Developer: Check Developer if needed. For each environment, select the required permissions:
- Access - Allows the user to open and modify the app within that environment.
Publish - Allows the user to deploy changes from that environment to the next environment in the deployment sequence.
If environments are enabled for the app after Developer access is assigned, existing Developer access will be removed and must be reconfigured.
