Cut -> Paste values and formats in single Spreadsheet

I am stuck with CUT-PASTE with the following behaviour of spreadsheet:
'Sheet-1'.A:A has [conditional formatting] and [data validation] and 'Sheet-2'.A:A has the same configured rules for [conditional formatting] and [data validation]. When I cut single cell (for example A4) from Sheet-1 and paste into Sheet-2 it breaks formatting and validation on both sheets. On the Sheet-1 it creates two formatting ranges and excludes "removed" cell from it. On Sheet-2 in creates three ranges (one for cells before inserted, one for inserted cell and one for cells after inserted cell). Using Paste -> Only values or Selecting Match formatting on past values removes some issues, but cutted cell is broken anyway

It is possible to avoid this problem only by using COPY-PASTE-DELETE (Paste value -> Choose "Only values", Detele copied cell value - deleting keeps formatting and validation).
Is there any way to avoid this strange behaviour with CUT-PASTE ?
