Zoho Creator as LMS and Membership Solution

My client is interested in using Zoho One apps to deploy their membership academy offer. Zoho Creator was an option that came up in my research:
Here are the components of the program/offer:
1. Membership portal - individual login credentials for each member
2. Paid Membership Tiers, i.e., 3 price tiers
3. Each membership tier has access to specific content stored in Zoho Workspace/Drive (Videos, documents, etc.)

Is Zoho Creator the best solution or would it be better to leverage the standard Zoho One apps such as: 
- Zoho billing (subscriptions and client payment portal for self-management of account)
- Zoho Flow to provision access to resources
- Zoho TrainingCentral or Zoho Learn to house 'traditional' LMS-style content
- Zoho Landing Pages for sales page content
- Zoho Forms or Survey for new member sign-up
- Zoho CRM, campaigns, etc. for database management and email campaigns

Guidance on which tool or combination of tools is best suited to achieving this model in Zoho One would be greatly appreciated. Thank you in advance for your feedback and suggestions. Please let me know if you need more information.
