Flat Rate Items

I haven't seen any discussion on this having occurred for a long time, and any existing Topics point to old pages that no longer exist.

Is there no longer any such things as a flat rate item or invoice in this product? Or is the only way to create a flat rate item to work around it by setting a quantity of "1" and just entering the amount in the rate field?

OK if that approach needs to be used, but not great!
