Carry hours forward

Is it possible to partially invoice a client for a number of hours and then carry the rest over into a future invoice?

Ex:

I billed a client for 100 hours, they only budget 75 hours, they want me to bill for 75 hours and then 25 hours later.

Is that possible? If not, please suggest an alternative.
