Conditional placeholders

I would like to show to show the customer address as below.

%City%, %State% %ZipCode%

Since some of our customers do not have an address filled, the invoice ends up having a comma [ ,] where the address should be which makes the invoice look unprofessional.

Is there any way in Zoho invoice to put a comma only when the fields exist?
