The cost estimator database shall contain verifiable, consistent, supportable, and reliable localized information which is independently researched, and shall include component level pricing aligned to the 5-digit ZIP code (including Puerto Rico and the U.S. protectorates), or specific to established geographic and economic markets. 2. The database data elements shall be updated at least quarterly in order to reflect timely and accurate local supply issues and cost factors. NOTE: The cost estimate shall not be a factor of a national average, nor shall it be a compilation of pricing from building service providers. 3. The database shall be able to accept additional data elements, materials, and work products into the database delivered to HUD. 4. The database shall incorporate cost items and allowable expense elements. 5. The database shall provide and allow for the capability to input different variables, such as building square footage, room dimensions, roof slope and standardized variations in material and workmanship quality. 6. The database shall provide descriptions and details of assumed materials, labor, and scope of work for specific cost estimating elements such as standard assemblies or labor categories. 7. The database shall generate and produce credible estimates consistent with industry standards to provide repair, replacement, maintenance or improvement costs on residential, single family one-to-four unit properties and must contain authenticated, precise, validated and localized national building costs that are representative of local market costs and conditions. The database shall be simple to access, and should require minimal steps, actions, and operations in order to develop a usable and repeatable estimate for common and customary activities and assemblies. 9. Cost items should be arranged in simple and logical components, based on industry standard trade and material divisions. 10. The database shall provide a search feature to assist in locating and selecting specific materials and activities. 11. Each cost estimate shall be able to be printed, saved and stored. Saved estimates shall be able to be transferred as a document or otherwise up-loaded to the Property Management and Marketing Administration System, and permanently stored within each specific FHA case record. 12. The database shall maintain files of saved HUD generated estimates that can be accessed by a Supervisory level HUD employee or HUD approved contractors, for review or supervisory alteration. Estimates shall be archived in a format that is retrievable, capturing data that can be utilized to provide analytical insight, such as exceptions, trends and quality control of expenditures. 13. The database shall provide unlimited individual service access for HUD approved employees or HUD contractors. Estimates derived by these employees or contractors shall be the property of HUD, to be utilized or published by HUD, and may be recorded into various HUD databases. 14. The estimate operation shall include options, including standard elements such as taxes and overhead and profit. 15. The database shall be able to provide an automatic, unalterable graphic indication and signal to cost estimate worksheets and asset information data when costs estimate item cost elements are not derived from the existing cost estimate database or when items or elements have been modified or overwritten. 16. The database shall provide a cost estimating and cost estimate generating, assembling, storing and reporting service. The cost estimating service must be currently available to and utilized by the Mortgage, Insurance, Construction, and Preservation and Protection industries to produce, compare, verify, and/or validate repair, maintenance, renovation, and construction items or preservation and protection services, for single family one to four unit housing throughout the United States, Puerto Rico, and the U.S. Protectorates. 17. Completed estimates shall include at a minimum, notation and recording of the following data elements: FHA case number (unique identifier) Name of the Requestor COST ESTIMATOR TOOL SYNOSIS / SOLICITATION R-OPC-23876 4 Date of Request Property Address with Zip Code 18. The database shall provide elements and functional capability to derive and develop standard reports and information supplying specific performance measurements and other monitoring. 19. The database shall provide reporting capabilities to include quantitative data statements. The reports shall identify, at a minimum, monthly user activity such as initial access and number of estimates generated. The database shall be able to provide diagnostic and investigative reports regarding industry trends, as changes are recognized as well as, adhoc reports that can be produced via on line data query, capable of quantification or segregation of elements of cost items or usage data
