I’ve been assigned the task of creating a web application to manage a lottery being run by a school. It will have role-based access control. All students will register online through their smart phones or computers. Teachers will have supervisory role while the headmaster will be the admin. Winners of the lottery will be informed by email and/or sms service. The winners will be picked randomly; with the random numbers being generated by random.org. Records of draws and winners to be searchable on the internet. I would like a consultant to work with me paid hourly. All intellectual property of the application is retained by the company. The hourly rate for the consultant to be negotiated. I have a deadline of three weeks to show proof of concept and one week to test it.
