What counts as a Temp for Billing Purposes in Workerly

What counts as a Temp for Billing Purposes in Workerly

I'm considering trying this product but am not sure how the temp count is used for billing purposes. 

For example, if we keep a large data base of 500 potential workers.....are we billed for that or only if they are assigned to a client at a given point of time?

Can anyone confirm?
