Why is there so much empty space at the top of my survey form (Title and Logo set to "hide")

Why is there so much empty space at the top of my survey form (Title and Logo set to "hide")

Why is there so much empty space at the top of my Survey form when I set the Logo, Title and Progress bar to "hide"....

Even with form border set to 0 in customization the space is still there.
