WhatsApp PMP model

WhatsApp has historically used a Conversation-Based Pricing (CBP) model, where businesses are charged per 24-hour conversation window rather than per message. In July 2025, WhatsApp shifted to a Per-Message Pricing (PMP) model, which charges businesses per delivered message instead of per conversation.
Understanding the model is essential for businesses to adapt their communication strategies effectively.

Per-Message Pricing (PMP)

  1. 1 Before July 1, 2025: Utility template messages were chargeable even when sent within an open 24-hour user-initiated window.
  2. 2 From July 1, 2025 to September 30, 2026: Utility templates were free if sent within the 24-hour of a user-initiated message.
  3. 3 From October 1, 2026: Utility templates are chargeable even when sent within the 24-hour customer service window.

How PMP works:

  1. 1 Businesses will be charged per delivered template message rather than per 24-hour conversation session.
  2. 2 Non-template (Service) messages sent within the 24-hour customer service window are free for the first 1,000 messages per business phone number each month. Additional Service messages are charged from October 1, 2026.
  3. 3 Utility template messages sent within 24 hours of a user-initiated message are charged from October 1, 2026.
Key Takeaway
PMP aligns pricing with individual message delivery, making it more predictable for businesses sending outbound messages.

Types of WhatsApp conversations and billing structures

WhatsApp classifies conversations into four distinct categories, each with different pricing and rules:

1. User-Initiated Conversations (Service Conversations)

A User-Initiated Conversation (UIC) occurs when a customer messages the business first.
  • Businesses can respond within 24 hours. From October 1, 2026, these replies are free for the first 1,000 Service messages per business phone number each month and charged after that.
  • If the business does not respond within 24 hours, it must use a paid template message to continue the conversation.

Example: User-Initiated Conversation
Time Action Charge
Monday, 11 PM A customer sends a message to a business. —
Tuesday, 5 AM The business replies within 24 hours. Service message (free within the monthly allowance)
Tuesday, 3 PM The business sends another message (UIC window open until Tuesday, 11 PM). Service message (free within the monthly allowance)
Wednesday, 2 PM The customer replies; the business can continue with normal messages until Thursday, 2 PM. Service messages (free within the monthly allowance)
Note
Once a business phone number has used its 1,000 free Service messages for the month, each additional reply in this example is charged.

2. Business-Initiated Conversations

A Business-Initiated Conversation (BIC) occurs when a business starts the conversation by sending a pre-approved template message.
  • The business is charged as soon as the template message is delivered.
  • If the customer responds within 24 hours, a customer service window opens. From October 1, 2026, the business's replies in this window count as Service messages.
  • If the business wants to send another message after 24 hours, it must send a new template message, which incurs another charge.

Additional case: What if the customer doesn't respond and the business wants to send another template within 24 hours?
If the customer does not respond, the business may still send additional templates within 24 hours of the first message. Under per-message pricing, each delivered template is charged based on its category:
  • The business sends a template of the same category within 24 hours → Incurs a separate charge for that template.
  • The business sends a template of another category within 24 hours → Incurs a separate charge based on the template category.

Example Scenario:
Time Action Charge
Monday, 10 AM The business sends a marketing template. Charged
Monday, 3 PM Customer has not responded; the business sends another marketing template (same category within 24 hours). Charged
Monday, 5 PM The business sends an authentication template (different category). Charged

Key Takeaways:
  • Every delivered template is charged individually, regardless of whether it is the same category or a different one.
  • Avoid sending more templates than needed within a short period.
  • If the customer responds, further non-template replies within the 24-hour window are Service messages, which are free within the monthly allowance of 1,000 per business phone number.

Example: Business-Initiated Conversation
Time Action Charge
Monday, 9 AM Business sends a marketing template message. Charged for 1 BIC
Monday, 11:30 AM Customer responds; the business can continue messaging within 24 hours. Service messages (free within the monthly allowance)
Tuesday, 10 AM The business responds after 24 hours, starting a fresh BIC session. New charge

3. Free Entry Point Conversations

When a user initiates a conversation by clicking a WhatsApp Ad or a Facebook Page CTA, a 72-hour free messaging window begins. This window is not affected by the October 1, 2026 pricing changes. Learn more
  • First 24 hours: You can send free-form messages or templates, both are free.
  • Next 48 hours: You can send only template messages, still without charge.
This gives businesses extended time to engage without cost, although the type of message allowed depends on the time window.

Key Benefits:
  • A free entry point conversation lasts 72 hours, eliminating conversation charges during this period.
  • It closes all other active conversations, allowing businesses to send messages without additional charges.

Example: Free Entry Point Conversation
Time Action Charge
10 AM A customer clicks a WhatsApp Ad and sends a message. —
Until 10 AM next day Business can reply with non-template messages only (24-hour window). Free
10 PM Business responds with a template message; the free entry point conversation begins. Free
Next 72 hours The business can send any template message. Free

Service message charges – effective October 1, 2026

A Service message is a message sent while responding to a customer within the 24-hour customer service window. In Zoho Desk, messages sent from the Guided Conversations (GC) and Zia bots configured for a WhatsApp channel are also considered Service messages. Starting October 1, 2026, these messages can be chargeable. However, Meta provides a monthly free allowance for each WhatsApp Business phone number.
Important
The first 1,000 Service messages per business phone number each month are free. Once all 1,000 free Service messages are used, additional Service messages are charged at the applicable rate for the recipient's country.

Example: One of your WhatsApp Business phone numbers sends 1,200 Service messages in a month.
Service messages sent in a month Free Chargeable
1,200 1,000 200
There are no volume-based pricing discounts for Service messages.

What happens after the free allowance is used?

  • Once a phone number reaches its 1,000 free Service messages for the month, you need sufficient credits to continue sending chargeable Service messages.
  • When a chargeable message is successfully sent, the corresponding charge is reflected in your credit statement from IM.
  • If there aren't enough credits available, the message is not sent.
  • Your free allowance resets each month for each WhatsApp Business phone number.

Utility messages within the 24-hour window

Starting October 1, 2026, Utility messages can be chargeable even when they are sent within the 24-hour customer service window. If your business frequently sends order updates, payment information, appointment reminders, or similar Utility messages, we recommend reviewing how this change may affect your WhatsApp messaging costs.

Changes to WhatsApp sandbox channels

Alert

Best practices to reduce costs

  • Service messages are free for the first 1,000 per business phone number each month. Check how many Service messages each number sends, and watch numbers that exceed 1,000.
  • Avoid unnecessary template message charges, including Utility templates sent within the 24-hour window.
  • Keep conversations active within the customer service window, and keep GC and Zia bot flows concise so they use fewer Service messages.
  • Maintain sufficient credits in IM so chargeable messages aren't interrupted.
  • Click-to-WhatsApp ads provide a 72-hour free messaging window.
